DOLE-RO I prepares LLCOs, Hearing Officers for better LLCS

To further strengthen its Labor Law Compliance System (LLCS), the DOLE-RO I conducted a capacity building for Labor Law Compliance Officers (LLCOs) and Hearing Officers on April 21-22 in San Juan, La Union. 

Regions 1, 2 and the Cordillera Administrative Region participated in the two-day activity which consisted of orientation, workshop and open forum on Department Order No. 174-17, or the Rules Implementing Articles 106 to 109 of the Labor Code, as Amended and related issuances, namely, Department Order No. 131-B, or the Revised Rules on Labor Laws Compliance System and Department Order No. 150-16, or the Revised Guidelines Governing the Employment and Working Conditions of Security Guards and Other Private Security Personnel in the Private Security Industry. 

Lauding the LLCS Team for putting it together, Regional Director Nathaniel V. Lacambra said the activity served as platform for ensuring uniform interpretation of the department orders and more effective implementation of the LLCS. 

“Amid the opposing views of employers and labor, we shall bring enlightenment among all concerned on these rules, especially Department Order No. 174-17.  We shall work harder as a team to carry out its provisions and protect our workers’ rights and welfare,” he said. 


D.O. 174-17 was issued by Labor Secretary Silvestre H. Bello III on March 16, 2017 to totally prohibit labor-only contracting and “endo”, strictly regulate all legitimate contracting arrangements and provide for stricter implementation of the provisions of the Labor Code.  END/Arly Sta. Ana-Valdez
