DOLE, ECOP hold symposium on D.O. 174-17

Some 130 individuals were enlightened on DOLE Department Order 174-17, the new Rules on contracting and sub-contracting through a symposium held in Dagupan City on April 26. 

An initiative of the Employers Confederation of the Philippines (ECOP)  North Luzon chapter and DOLE-RO I, the event was useful in clarifying issues from the participants from various private companies, contractors and sub-contractors regarding the provisions of the department order which implements articles 106 to 109 of the Labor Code, as amended.  

DOLE-RO I Regional Director Nathaniel V. Lacambra, together with Bureau of Labor Relations representatives Atty. Ramon Saura and Atty. Marissa Garcia and ECOP Director General Vicente Leogardo, Jr., served as resource persons to discuss the intent and salient features of the Order.  The RTWPB-I, NEDA, DTI and DOLE-RO I Field Offices were also represented to properly address concerns falling under their respective mandates. 

The Regional Director said although the Department Order was met by opposing views from labor and management sectors, the DOLE is set to strictly enforce it. 

“We would rather have a new Department Order perfectly implemented than a perfect Department Order imperfectly implemented,” he told the participants. 

D.O. 174-17 was issued by Labor Secretary Silvestre H. Bello III on March 16, 2017 to totally prohibit labor-only contracting and “endo”, strictly regulate all legitimate contracting arrangements and provide for stricter implementation of the provisions of the Labor Code.  

 

The ECOP North Luzon chapter will convene again at a later date to finalize and approve a resolution expressing full support to the implementation of D.O. 174-17. END/Arly Sta. Ana-Valdez
