Jobstart rolls out in Region I, at least 400 youth to benefit

At least 400 at-risk youth are seen to benefit from the Jobstart following the launching of the program in Region I in July. 

DOLE-RO I Regional Director Nathaniel V. Lacambra signed the Memorandum of Understanding with Mayor Belen Fernandez of Dagupan City on July 7 and Mayor Susan Pagador-Casareno of Rosales, Pangasinan on July 10 to officially start the program in the two pilot areas. 

The Jobstart is a full cycle employment facilitation service of the Department of Labor and Employment which is designed to enhance the employability of at-risk youth to improve their integration into productive employment. 

It was piloted in four local government units in 2014 in partnership with Asian Development Bank and the Government of Canada until it gained stronger ground in 2016 with the passing of Republic Act No. 10869, or the Jobstart Philippines Act of 2016. 

Around P9 million is allotted for each LGU to fund the program’s various components which include employer engagement, labor market information, career and employment coaching and referral and placement.   

“Basically, the Jobstart aims to shorten the youth’s school-to-work transition by enhancing their knowledge and skills acquired in formal education or technical training in order for them to become more responsive to the demands of the labor market,” Director Lacambra said. 

He said the program offers three tracks for trainees, namely: (1) immediate employment; (2) full cycle, and (3) other employment facilitation services.  The first track facilitates the employment of those job ready; the second further enhances or develops the knowledge and skills of those not job ready for wage employment through 3-month technical training or internship, and the third places those not job ready under career guidance assessment to determine which appropriate programs they can be referred to.  


The Jobstart is one of the DOLE programs which address the perennial problem of job-skill mismatch. END/Arly Sta. Ana-Valdez
