DOLE-RO I receives “Kaugnay sa Kapayapaan” award

 

The DOLE-Regional Office I, through Regional Director Nathaniel V. Lacambra, was cited for supporting the “Kapayapaan” program of the Philippine Army.

Director Lacambra received the award during the 31st founding anniversary of the 7th Infantry (KAUGNAY) Division of the Philippine Army held at the 7ID Grandstand, Fort Ramon Magsaysay, Palayan City, Nueva Ecija on August 1.

The “Kaugnay sa Kapayapaan” award lauds the DOLE-RO I for its “invaluable support to the 7th Infantry Division that contributed immeasurably to the accomplishment of the unit’s mission thereby significantly contributing to the AFP’s Development Support Security Plan.”

“We at the DOLE-RO I are humbled by this award from the AFP.  It is both an affirmation and a reminder for us of our role in the government’s inclusive peace agenda,” Director Lacambra said.

The Regional Director said the DOLE is a member of the National Task Force To End Local Communist Armed Conflict (NTF-ELCAC) created under Executive Order No. 70 signed by President Rodrigo Duterte on December 4, 2018. 

The Task Force is chaired by the President and Vice-Chaired by National Security Adviser Hermogenes Esperon, Jr.  Its members are various National Government Agencies and two private sector representatives.

Using the Whole-of-Nation Approach, the Task Force, is mandated to ensure the implementation of the National Peace Framework which provides for interventions and peace talks that are nationally orchestrated, directed and supervised, but locally implemented.

The approach addresses the root causes of insurgencies, internal disturbances and tensions, and other armed conflicts and threats by prioritizing and harmonizing the delivery of basic services and social development packages by the government facilitating societal inclusivity and ensuring active participation of all sectors of the society in the pursuit of the country’s peace agenda.

In Ilocos Region, the identified affected areas are Sta. Cruz, Sta. Lucia, Salcedo, Galimuyod and Candon City. 

As a member of the Regional Task Force on ELCAC, the DOLE-RO I has committed to provide interventions under the DOLE Integrated Livelihood and Emergency Employment Program (DILEEP), Special Program for the Employment of Students (SPES), Workers Organization and Development Program (WODP) and Registration of Workers Organizations.  It also plays a role under the peace framework’s strategic communications support.

The NPF adopts as a principle that insurgencies, internal disturbances and tensions, and other armed conflicts and threats are not only military and security concerns, but are symptomatic of broader social, economic and historical problems, such as poverty, historical injustice, social inequality, and lack of inclusivity, among others.
