Rebel returnees to benefit from DOLE livelihood


The DOLE-Regional Office No. I released P240 thousand in total livelihood assistance to 12 rebel returnees in Sitio Surod, Brgy. Barlo, Mabini, Pangasinan.

Taken from the DOLE Kabuhayan Program, the assistance comes in the form of farming tools and materials aimed at empowering the beneficiaries to become effective agripreneurs and uplift their living conditions.

“Our aim is to reintegrate the beneficiaries into the community to make them productive again and become part of the government’s development agenda,” DOLE-RO I Regional Director Nathaniel V. Lacambra said.

All from the upland area of Mabini, the former rebels are engaged in agricultural activities such as farming, animal raising, growing of fruit bearing trees, among others.

The beneficiaries were identified by the PNP as rebel surrenderees who were issued with Certificate of Amnesty signed by the President.

With the farming tools and materials, the beneficiaries will be able to produce greater volume of “palay” and earn greater income from their farming activities.

The DOLE Kabuhayan Program is a poverty-reduction strategy that reduces the vulnerability risks of the poor, vulnerable and marginalized workers through livelihood and entrepreneurial opportunities.

Director Lacambra said the livelihood assistance also helps bring the government’s anti-insurgency thrust further to more remote communities which are often the breeding grounds for local terrorism. 

He said the DOLE is part of the National Task Force To End Local Communist Armed Conflict (NTF-ELCAC) created under Executive Order No. 70 signed by President Duterte on December 4, 2018.

The Task Force is mandated to implement the whole-of-nation approach in fulfilling the government’s agenda of inclusive peace. 

The approach addresses the root causes of insurgencies, internal disturbances and tensions, and other armed conflicts and threats by prioritizing and harmonizing the delivery of basic services and social development packages by the government facilitating societal inclusivity and ensuring active participation of all sectors of the society in the pursuit of the country’s peace agenda. – Arly Sta.
