Aksiyon Agad! DOLE-RO I extends help to retrenched worker


Cirilo Bautista, 43-year-old resident of Bobonan, Asingan, Pangasinan lost his job as factory worker on September 15, 2019 when his company, a paper manufacturer in Taguig City, permanently closed due to bankruptcy. 

When the DOLE-National Capital Region Quick Response Team (QRT) visited their company, Cirilo learned about the various DOLE programs and services he may avail to help him with his present situation. 

The DOLE-NCR endorsed him to the DOLE-Regional Office I in January this year as he hails from Region I. Upon the instruction of Regional Director Nathaniel V. Lacambra, his request was immediately endorsed to the DOLE-Eastern Pangasinan Field Office, Rosales, Pangasinan which has jurisdiction over his place of residence. 

The DOLE-EPFO, headed by Darwin Hombrebueno, conducted individual profiling to determine the appropriate intervention that may be provided to Cirilo.  He expressed his desire to start out a small vending business during the validation done by Mary Jane de Leon, Senior Labor and Employment Officer and Focal Person of the DOLE Integrated Livelihood and Emergency Employment Program (DILEEP). 

He said his partner, Milagros dela Cruz, can sell snacks around their neighborhood, but they will need capital to put up a livelihood.  

Cirilo found construction work in the Visayas Region after he was laid off. He said that he had to take the job despite the distance due to the difficulties brought by the COVID-19 pandemic. 

A small livelihood will be very helpful to their family, especially that construction is among the industries greatly impacted by the current crisis, he told. 

Cirilo and Milagros have two children. 

He was granted livelihood assistance under the Negosyo sa Kariton (NegoKart), an individual project for the unemployed poor, seasonal and low-wage workers under the Kabuhayan component of the DILEEP. 

The livelihood package comprises vending cart, gas stove, working capital and GSIS insurance. 

On October 1, Cirilo and Milagros received their NegoKart assistance at the DOLE-EPFO.  It took time before Cirilo could go back to Pangasinan due to lockdowns and the location of his work.
