The Department of Labor and Employment-Regional Office 1, in cooperation with the Regional Tripartite Wages and Productivity Board, yesterday conducted an orientation for its Field Office heads and labor inspectors on Wage Order No. RB 1-14 and its Implementing Rules and Regulations.
Aimed at elevating the quality of inspection and the dispensation of labor laws, the salient provisions of the wage order and its IRR were tackled.
Addressing the participants, DOLE 1 Director and RTWPB 1 Chair Henry John Jalbuena emphasized the Department’s policy on voluntary compliance with labor standards and the use of alternative modes of dispute settlement.
“Under the present thrust of the Department, we should focus our Labor Enforcement Framework towards enabling employers to become our active partners in promoting industrial peace in the region through a culture of volunteerism,” Jalbuena said.
He also encouraged the participants to dutifully observe the 30-day Single Entry Approach in handling labor issues brought to all DOLE Offices.
He said the Department is inclined to implement a developmental approach in ensuring compliance with labor standards.
Similar orientations will be held for private establishments on the following dates: March 21 (La Union); March 22 (Pangasinan); March 24 (Ilocos Sur); and March 25 (Ilocos Norte).
The new Wage Order provided for a P5 or P8 increase and the integration of P10 cost of living allowance (COLA) to the basic wage of workers in the private sector in the region. asv
