The Department of Labor and Employment Regional Office 1 (DOLE RO1) has launched its initiatives to converge with the Technical Education and Skills Development Authority Regional Office 1 (TESDA RO1) and various employer groups in region 1, in an aim to harness synergy, collaboration and cooperation to bring about better impact for program beneficiaries.
DOLE RO1 presented said convergence programs to Labor Secretary Bienvenido E. Laguesma, during his visit on March 13, 2023 at the DOLE Regional Office 1, City of San Fernando, La Union.
Titled “Kasanayan Tungo sa Pagtupad ng Pangarap na Pag-Unlad,” the DOLE-TESDA convergence aims to harmonize DOLE’s Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD) with TESDA’s Skills Training Program. The deal was made official through the signing of Memorandum of Convergence, by DOLE RO1 Regional Director Exequiel Ronie Guzman and TESDA RO1 RD Vincent Aljon Cifra.
Following the training-cum-production framework, the program will engage jobseekers who will be pooled via the Public Employment Service Office’s (PESO) Employment Information System (PEIS).
They will undertake skills training from TESDA, based on their identified proficiency. After which, they will become TUPAD workers and receive P400 daily as they produce a public facility using their newly-acquired skills.
Upon completion of the training and production, they will then apply for assessment for National Certificate II. The training-to-employment scheme ends with DOLE providing referrals and employment facilitation to the beneficiaries to ensure their placement and sustainable work.
On the other hand, DOLE also formally sealed partnership with employer groups in the region, in an aim to strengthen cooperation in enjoining establishments adhere to labor standards and occupational safety and health standards.
DOLE RD Guzman signed Memorandum of Cooperation, along with representatives of various employer groups namely: Employers Confederation of the Philippines (ECOP) North Luzon Chapter President Salvador Poserio, ECOP Pangasinan President Erlinda Pan, Philippine Chamber of Commerce and Industry Metro Dagupan Chapter Vice President Eric Maala, Pangasinan Micro Small Medium Enterprise Development President Howard Chua Cham, Manufacturers and Exporters of Region 1 President Jocelyn Ong Perez, Technical Vocational Schools Association in the Philippines President Andre Abalos; and, People Management Association of the Philippines (PMAP) Pangasinan Chapter President Dr. Odre Merl Marie Padios.
Labor sector representatives witnessed the signing of the deal. They were Wage board labor representatives Cathy Pangasinan and Samuel Eslava, Region 1 Ilocos Conflict Administration and Resolution Ensemble (I-CARE) representatives Miguel Naboye and Edward Andrada.
